Odd-Even rule to be implemented in Delhi from 4-15 November
The Chief Minister of Delhi Arvind Kejriwal has re-introduced odd-even scheme in Delhi. This scheme will be implemented on Delhi’s roads from November 4 to 15. Under the odd-even scheme, cars with licence plates ending in an odd number and even number will be allowed to ply on alternate days. The scheme was implemented for the first time in 2016. However, the scheme had got into controversies over exemptions granted to various categories of vehicles.

Indian Railways announces incentives to boost economy
Indian Railways has announced certain freight incentives to boost the Indian economy. The Indian Railways has decided to defer the implementation of Busy Season Charge till further advice. The Railways has also decided to provide 25 percent discount in the movement of empty containers and empty flat wagons and waive off the 5 percent supplementary charges applicable on the loading on mini and two point rakes.

Feroz Shah Kotla renamed as Arun Jaitley Stadium
Feroz Shah Kotla Stadium in Delhi was renamed as Arun Jaitley Cricket Stadium in the memory of former DDCA President on September 12, 2019. The DDCA (Delhi and District Cricket Association) had decided to honour Arun Jaitley on August 27, 2019. The veteran politician breathed his last on August 24 after a prolonged illness. The renaming ceremony was held at the Jawahar Lal Nehru Stadium. The inauguration of the Arun Jaitley cricket stadium was done digitally by Home Minister Amit Shah in the presence of the late Union Finance Minister's family. Arun Jaitley had earlier served as the President of the Delhi District Cricket Association (DDCA) as well as the vice-president of the Board of Control for Cricket in India.
Water discovered on a potentially habitable super-Earth
Water has been found by scientists in the atmosphere of a potentially habitable super-Earth. The exoplanet, named K2-18b, is twice the size and eight times the mass of Earth. K2-18b is the first planet outside the solar system in the habitable zone of its star. The discovery was published in a paper in a scientific journal, Nature Astronomy on September 11, 2019 by researchers from University College London (UCL). The paper revealed that scientists studied the atmosphere of K2-18b, a distant super-Earth and for the first time discovered water vapor in its atmosphere and temperature that could potentially support life.

Gujarat Reduces Traffic Violation Fines under New Motor Vehicles Act
The Gujarat government has reduced the challan amounts imposed under the new Motor Vehicles Act (MVA) for breaking traffic rules. BJP-ruled Gujarat is the first state to do so. The new rules will come into effect from September 16 onwards. The Delhi government is also considering reducing certain penalties. Gujarat Chief Minister Vijay Rupani announced that the fines laid down in the new act were the maximum suggested and his government had reduced them after detailed deliberations. According to the various reports, the Gujarat government reduced fines on traffic violations up to 50 per cent.

PM Modi to launch Kisan Man Dhan Yojana on September 12
Prime Minister Narendra Modi will launch the Kisan Man Dhan Yojana (KMDY) scheme on September 12, 2019 in Ranchi, Jharkhand. The scheme aims to secure the lives of 5 crore small and marginal farmers by providing a minimum pension worth Rs 3000 each month, to those who attain 60 years of age. The government has earmarked funds worth Rs 10,774 Crores for the scheme for the next three years. All small and marginal farmers, who are currently between the age of 18-40 years, can apply for the scheme. The farmer’s monthly contribution can be made from the installments of PM-KISAN or through CSCs.

Ram Jethmalani: Senior Supreme Court lawyer Ram Jethmalani passed away on September 8, 2019. He was 95. Jethmalani was a former minister for Law and Urban Development in the Atal Bihari Vajpayee Cabinet. He also served as the chairman of the Bar Council of India. Jethmalani, a criminal lawyer par excellence, fought several high-profile cases. In his early career, he fought a famous case KM Nanavati Vs State of Maharashtra in 1959. Later, in 2011 he fought multi-crore 2G scam cases. Among the famous cases that he fought are Hawala Scam, Arun Jaitely defamation case against Arvind Kejriwal, Fodder Scam case, Sahara-SEBI case, etc.

Veteran leg-spinner of Pakistan’s cricket team Abdul Qadir passed away after suffering a cardiac arrest in Lahore on September 6, 2019. He was 63. According to the media reports, he was rushed to the hospital but doctors could not save his life. Sachin Tendulkar took to Twitter to express his condolences, he wrote, “Remember playing against Abdul Qadir, one of the best spinners of his times. My heartfelt condolences to his family. RIP,” Abdul Qadir was always an important player in the India-Pakistan contests. The Pakistan Cricket Board mourned the death of Abdul Qadir and tweeted that they are shocked at the death of Abdul Qadir.

Investigation into crimes ‘prerogative’ of police, courts should not interfere: SC
The Supreme Court ruled on September 5, 2019 that investigation into crimes is a "prerogative" of the police and the courts should not interfere in its every stage. The top court said that a court’s interference at each stage would affect the normal course of the investigation. The ruling was delivered by an SC bench comprising Justices R Banumathi and A S Bopanna while denying anticipatory bail to former Union Minister P Chidambaram in the INX Media money laundering case. The top court said that the investigation agency should be the one deciding the course of the probe and the judiciary should be kept out of it, except in rare cases.

The last 15 minutes of 'Vikram' lander’s descent on to the Moon will be terrifying, according to ISRO Chairman K Sivan. Chandrayaan 2 is scheduled to begin its final descent on the lunar surface today. The Indian Space Research Organisation has described the last phase of descent as terrifying, as it would be a completely new area for ISRO. Chandrayaan’s successful landing will make India the fourth nation in the world to achieve a soft landing on Moon, after developed nations such as the United States, Russia and China. India will be, however, the first nation to land on the darker side of the moon, near its south pole.

Five new state Governors were appointed by the Union Government on September 1, 2019. Himachal Pradesh Governor Kalraj Mishra was transferred to Rajasthan and former Union Minister Bandaru Dattatreya was appointed in his place as the Governor of Himachal Pradesh. Kalraj Mishra will be replacing Kalyan Singh in Rajasthan. Former civil aviation minister Arif Mohammed Khan was appointed as the Governor of Kerala. Khan replaces former CJI P Sathasivam, whose five-year term came to an end. Senior BJP leader Bhagat Singh Koshyari was appointed as the new Governor of Maharashtra. Koshyari would be succeeding Vidya Sagar Rao, whose five-year term came to an end recently.

The Triple Talaq bill was passed by the Rajya Sabha on July 30 through ballot voting with 99 votes in favour and 84 against.

Environment Ministry releases Rs 47,436 crore for afforestation to various states
The Union Ministry of Environment has released Rs 47,436 crore of CAMPA funds to various states for afforestation projects. The transferred funds will not affect the state budget for forests, it will be an additional fund. The funds were handed over by Environment Minister Prakash Javadekar. The Environment Ministry has released the additional fund to the states to give a boost to forestry activities to achieve the objectives of the Nationally-Determined Contributions (NDCs) of increasing forest and tree cover. The increase in forest and tree cover will create an additional carbon sink equivalent to 2.5 to 3 billion tonnes of carbon dioxide by the year 2030.

RBI accepts Bimal Jalan Committee recommendations, approves Rs. 1.76 lakh crore to Govt
The Reserve Bank of India (RBI) has decided to transfer a sum of Rs. 1,76,051 crore to the Government of India as per the recommendations made by Bimal Jalan Committee. The surplus money includes a sum of Rs. 1,23,414 crore for the year 2018-19 and Rs. 52,637 crore of excess provisions identified as per the revised Economic Capital Framework (ECF) adopted at the meeting of the Central Board.
Brazil rejects G7 aid to fight Amazon rainforest fire, says "reforest Europe"
Brazil has rejected the $22 million aid pledged by the G7 nations to fight the Amazon rainforest fire. Brazil's Chief of staff to President, Onyx Lorenzoni said, "We appreciate the offer but maybe those resources are more relevant to reforest Europe." The G7 had decided to send a fire-fighting aircraft to fight the fire at Amazon rainforest, which is the world’s biggest rainforest.
